CHIEF HUMAN CAPITAL OFFICER

  1. JOB PURPOSE

Oversee the formulation, implementation maintenance of policies, systems, standards, and procedures for effective and efficient management of the Human Capital Division across the division, and Group to ensure consistency, best management practices and quality assurance in all division activities to realise IDC set strategic objectives.

Responsible for developing and executing Human Capital Strategy in support of the overall business plan and strategic direction of IDC Group, specifically in the areas of succession planning, talent management, change management, organisational and performance management, training, and leadership by articulating Human Capital needs and plans.  

Monitor effective implementation of policies and procedures for the induction, training, and professional development of senior management, other than members of the Board.

The Chief Human Capital Officer provides strategic leadership by articulating Human Capital needs and plans to the Management Executive Team (MEC), the Board of Directors, and Shareholders.

The position is a member of the Management Executive Committee.

PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)

Strategic Planning and Implementation

  • Participates in the formulation and review of the IDC Strategic Plan.
  • Develops the IDC Human Capital in compliance with the IDC Group Strategy and mandate.
  • Aligns the Human Capital Strategy to the corporate strategy, vision, mission, and values to optimise Human Capital productivity.
  • Oversee formulation, implementation, and review of
  • Human Capital Manuals, Policies, and procedures      according to organisation objectives. 

Departmental Planning Budget

  • Prepares and owns development of departmental workplan and budget
  • Minimise operational costs by ensuring that department expenditure remains within budget approval and savings made from budget.

Advisory

  • Acts as chief advisor on all Human Capital related matters to the Chief Executive Officer and Management Executive Team
  • Provides guidance and input on Human Capital  related matters in the IDC Group.

Harmonised Group standards for congruence

  • Ensure realignment of subsidiary Human Capital policies to existing Group policies
  • Ensure alignment of subsidiary Human Capital policies to the new law (Section 95 of the Employment Code Act No. 3 of 2019)

Efficient project optimalisation

  • Ensure execution of the Human Capital related works for commercial operationalisation of projects.

Enhanced subsidiary capacity

  • Ensure provision of technical Human Capital management services to subsidiaries.

Increased productivity of subsidiary human capital

  • Ensure that organisational redesigning and right sizing are undertaken to establish optimal structures.

Enhanced Group Human Capital utilisation

  • Ensure development of mechanism for optimal intra-group talent utilisation of human capital.

Increased Operational efficiency

  • Develop Human Capital Standard Operating Procedure Manuals, policies and guidelines.
  • Ensure Human Capital Standard Operating Procedure Manuals, policies and guidelines are implemented.
  • Ensure compliance to the Human Capital Standard Operating Procedure manuals, policies, and guidelines.
  • Ensure stable right talent retention and automation of the Human Capital processes.

Enhanced performance of Human Capital

  • Place staff in the aligned organisational structure to the strategic plan
  • Implement approved recruitment plan
  • Implement staff development and training plans
  • Ensure implementation of enhanced Performance Management System and Reward System
  • Ensure high staff performance in the company.

Enhanced Human Capital Risk Management

  • Ensure Human Capital risk management is enhanced

People Management and Leadership

  • Mentors, coaches, and provides on-the job training to the direct reports and others as may be required from time to time.
  • Periodically submits required reports relating to mentorship and training /coaching programmes to the Chief Executive Officer and MEC.
  • Provides input in staff development and retention strategies and ensuring these are implemented.
  • Provides input in the contribution towards technical capacity and support in internal functions.
  • Provides input in enhancing employee engagement and performance.
  • Provides and promotes sound leadership practices i.e., Inspirational Leadership in relation to direct reports.
  • Provides input in the implementation of Performance
  • Management System and Reward System.

Enhanced technical capacity and skills transfer

  • Ensure establishment and strengthening of collaboration(s) with institutions for enhancement technical capacity and skills transfer.

  • Take reasonable care for own health and safety as well as that of other employees, clients, and others as may be required from time to time.

Furtherance of Company’s Interests

  • Exercise the powers and duties generally exercised by Chief Human Capital Officer in the furtherance of the interests of the company as may be authorised and or delegated by the Chief Executive Officer.

Meetings

  • Attend stakeholder meetings and respond to matters arising
  • Prepare key departmental presentations, talking points and any other information required

  1. ESSENTIAL/DESIRABLE QUALIFICATIONS/EXPERIENCE
  • Professional Qualification:
    • Grade 12 School Certificate.
    • Bachelor’s Degree in Human Resource, Psychology, Strategic Management, Business Administration, and/or equivalent Professional Qualification in a relevant field from a reputable institution.
    • Master’s Degree in Human Resource, Psychology, Strategic Management, Business Administration, and/or equivalent Professional Qualification from a reputable institution.
    • Professional Membership with the Zambia Institute of Human Resource Management (ZIHRM).
  • Minimum Relevant Work Experience:
    • 10 years relevant work experience in Senior Management or similar position.
