SENIOR TALENT MANAGEMENT OFFICER

  1. JOB PURPOSE

To coordinate and implement the Talent Management Strategy at IDC, focusing on the acquisition, identification, selection, engagement, retention, succession planning, and career development of employees. The role involves implementing IDC’s Performance Management Systems, coordinating performance appraisals, analysing appraisal results, and identifying training needs.

The Senior Talent Management Officer will also manage employee separations and contribute to staff development initiatives.

 PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)

Departmental Planning and Budget

Minimize operational costs by ensuring that division expenditure remains within budget approval and savings are made from the budget.

Talent Development:

Design and implement comprehensive talent development programs, including leadership development and succession planning.

Identify training needs and coordinate learning and development initiatives to build internal capabilities.

Monitor and evaluate the effectiveness of talent development programs and make recommendations for improvement.

Increased efficiency

  • Manages the delivery of training and development programs based on the organization’s and individual needs.
  • Adheres to the recruitment process.       
  • Prepares accurate job descriptions and job adverts for vacancies.

Performance Management

  • Oversee the implementation of performance management systems and processes.
  • Ensure alignment of performance management practices with IDC’s strategic goals and objectives.
  • Support managers in conducting performance appraisals and providing constructive feedback.

People Management and Leadership

  • Mentors, coaches, and provides on-the job training to the direct reports and others as may be required from time to time.
  • Periodically submits required reports relating to mentorship and training /coaching programmes to the Group Chief Executive Officer and MEC.
  • Provides input in staff development and retention strategies and ensuring these are implemented.  
  • Provides input in the contribution towards technical capacity and support in internal functions.
  • Provides input in enhancing employee engagement and performance.
  • Provides and promotes sound leadership practices i.e., Inspirational Leadership in relation to direct reports.
  • Provides input in the implementation of Performance
  • Management System and Reward System.

Succession Planning

  • Develop and manage succession planning strategies to ensure a pipeline of qualified candidates for key positions.
  • Identify high-potential employees and support their career development.
  • Implement initiatives to prepare future leaders and ensure continuity in critical roles.

Organizational Culture and Change Management

  • Promote a positive organizational culture through change management programs.
  • Foster a culture of innovation, excellence, and continuous improvement within IDC.
  • Support initiatives to align organizational culture with IDC’s values and strategic objectives.

Negotiations

Facilitates collective bargaining between management and the employees by putting logistics in place to have satisfactory negotiation results

HR Reporting and Analytics

  • Prepare talent management reports and analytics to support decision-making processes.
  • Track and report on key talent management metrics, including recruitment, development, and retention.

Training and Development

  • Conduct training needs assessments/analysis for all employees and consolidate a list of all employees that need training after the performance appraisals
  • Consolidate, produce companywide training plan and materials
  • Help line managers and trainers solve specific training problems, either on a one-on-one basis or in groups.
  • Keep up to date with developments in training, understanding e-learning techniques and being involved in the creation and/or delivery of e-learning packages
  • Assist Deputy head of Human Capital with the preparation of the training budget.

Policy and Procedure Management

  • Ensure talent management policies and procedures are aligned with IDC’s strategic goals and governance reforms.
  • Maintain compliance with regulatory requirements and best practices.

Monitoring & Evaluation

Monitor and evaluates various courses and training programmes implemented to ascertain their value in addressing skills challenges in the organisation

Furtherance of Company’s Interests

Exercise he powers and duties generally exercised by Senior Human Capital Officer in the furtherance of the interests of the company as may be authorised and or delegated by the Supervisor.

Health and Safety

Take reasonable care for own health and safety as well as that of other employees, clients, and others as may be required from time to time. 

Meetings

Prepare key departmental presentations, talking points and any other information required

Any other Duties

Perform any other job-related duties as assigned

  1. ESSENTIAL/DESIRABLE QUALIFICATIONS/EXPERIENCE
  • Professional Qualification:
    • Grade 12 School Certificate
    • Bachelor’s degree Human Resource, Industrial Psychology, Strategic Management, Business Administration, and/or equivalent Professional Qualification from reputable institution
    • Professional Members Zambia Institute of Human Resource Management (ZIHRM)
  • Minimum Relevant Work Experience:
    • 5 years relevant work experience or similar position
  • Skill Specifications:

    • Excellent written and verbal communication skills
    • Ability to work collaboratively with key internal and external stakeholders
