Update to General Note on Certification and Authentication of Documents – Note 7 in Zambia Solar RFQ FAQs Final – 3/11/2015

His Excellency the President of the Republic of Zambia, Mr. Edgar Chagwa Lungu, has directed the Industrial Development Corporation (Zambia) Limited (IDC), to drive the urgent development and installation of at least 600 MW of solar power, in order to redress the current power deficit in Zambia and resultant national crisis. 

As an immediate first step towards meeting the President’s objective, the IDC will rapidly develop two solar PV projects of approximately 50 MW each. These will then be awarded to two different private sector developer partners for financing, construction and operation as independent power producers (IPPs) for 25 years. IDC may retain a minority stake in each project on behalf of the Government. Both projects are currently expected to be located in the Lusaka South Multi-Facility Economic Zone. 

IDC has engaged IFC, a member of the World Bank Group, as its transaction advisor. With IFC’s support, IDC will structure the projects using the World Bank Group’s ‘Scaling Solar’ initiative. Scaling Solar is an open, competitive and transparent approach that facilitates the rapid development of privately-owned, utility-scale solar PV projects in sub-Saharan Africa. It is capable of immediate implementation and offers a ‘one-stop-shop’ package of advisory services, contracts, financing, guarantees and insurance. The first stage of the Scaling Solar process is a Request for Prequalification (RFQ) round, to prequalify those prospective bidders with the requisite experience, expertise and financial resources to deliver a substantial solar PV IPP project in an accelerated timeframe. The second stage will involve a Request for Proposals (RFP) from prequalified bidders. IDC now invites prospective bidders capable of meeting the qualification criteria set out in the RFQ document to submit sealed prequalification applications in accordance with the requirements of the RFQ document. However, to be eligible to participate, prospective bidders will be required to register with IDC and formally to purchase the RFQ document for a non-refundable fee of One Thousand Kwacha only (K1,000.00) or its equivalent in a freely convertible currency by telegraphic transfer or bank cheque.

Only prequalified bidders will be eligible to participate in the second (and final) stage of the selection process by participating in a subsequent RFP round to be launched by IDC in due course. Prequalified bidders will also be accorded access to a Virtual Data Room and site visits as part of their due diligence process, prior to RFP submissions.

The deadline for the submission of prequalification applications is 10:30 hours local time on Friday, 13 November 2015 at Mukuba Pension House, Dedan Kimathi Road, Lusaka.

The Applications must be appropriately bound; sealed and clearly bold labeled “IDC/ORD/001/2015: Request for Pre-Qualification - Scaling Solar Zambia Project Round No. 1” and must be deposited in the Tender Box at the IDC Offices, situated on the 3rd Floor Mukuba Pension House, Dedan Kimathi Road, Lusaka on or before Friday 13th November 2015 at 10:30 hours local time. Late applications WILL NOT be accepted. Applications will be opened soon after closing in the Board Room on the Ground Floor, Mukuba Pension House, Dedan Kimathi Road, Lusaka in the presence of bidders or their representatives who chose to attend. 

IDC currently expects this to be the first of several development rounds to be launched in quick succession. However the number, size, location and structure of all projects will ultimately depend on the results of further analysis.
